It's a conclusion I hear more often than you might think when a change initiative loses momentum.

But it's usually the wrong conclusion.

When adoption slows, it can look like defiance. In reality, people are often trying to balance new ways of working with existing priorities and the demands of day-to-day work with limited time to absorb the training and build capability. Over time, reinforcement fades (or is skipped in the project plan), adoption becomes uneven, and old routines return.

The question isn't whether people are resisting change…they are…the human brain is programmed that way.

The question is: What are you actually observing?
